If….and just IF you were a multi billion dollar pharmaceutical company, and you just happen to make vaccines for the Federal government wouldn't you be very protective of your product? Billions make people and governments shitty.
I would want my product to be safe. These companies expect a certain amount of death from their products, but figure the benefits to the masses are worth the collateral damage.
