This town makes millions from photo radar so pot infractions likely aren't the cash cows they appear to be when a single officer can tally six figure income through the mail by sitting in a half ton on the highway.
My problem with the guy is that he says they don't have the tools to detect and test,, while at the same time he says he will be overloading the legal system with "criminals" whose illegality woould be suspect given his opinion on the methods used. He is the metaphorical police equivalent of "kill them all and let god sort them out", while simultaneously acknowledging that his own methods are non-conclusive.
