Looking at google street view, there is not a direct line of sight between the airport runway and the concert. Also the bullet holes on the fuel tanks are on the wrong side to have come from the airport.
So if he was 100% correct and not just confused by "Chinese whispers". Maybe military at the Janet terminal ran out and shot the shooter from the runway. Although they would have a very bad angle on the shot and would be almost to his flank. The shooter would have to be hanging out the window..
Just because there was (allegedly) an active shooter, doesn't mean he was shooting at the concert venue. Could have been Joe Blow that saw something he shouldn't have in regards to an escape etc.
Most likely they were grounding traffic to free up airspace for police and life flight ambulances. The traffic controller might have even been told that the runway wasn't safe and assumed the shooter was on the runway. The runway not being safe call would come from the guy shooting at the fuel tanks near the runway.
