Japan's population issues predate the modern era. They've never been a very fertile people so any blip kills their fecundity.
During the meiji restoration, we start to see the break down of familial and community relations. Everyone becomes duty bound and relationships are now approached as means to ends and not avenues of personal fufillment. This destroyed relationships of all types and created a culture of interpersonal dysfunction. Now Japanese folks just don't marry but previous generations stayed in loveless marriages and cheated constantly.
Modern loveless lonely Japanese are just a product of more than a century of convenience marriages and climbing the social ladder irregardless of the needs of family and friends.

The major industrialization of Japan began in the 1870s. Japan began to to transition into imperialism shortly after and became a war oriented culture. The government at this time started pursuing various social policies to make the war machine more efficient. Japan isn't a homogenous nation but the government starts pushing that myth around this time. They also expelled a lot of peasants from the rural areas as well. Bunch of damaging cultural stuff happened late Meiji/ early Taisho.
Current government is trying to correct the fracture with some progress.
A big hurdle is redirecting people's sense of duty and pride back to family and community and away from employers. Worked to death is a common social problem in Japan.

Where does it end for them? Unless they can build AI robots with guns, their island will be taken over by another group.
