I was in the South Carolina National Guard. We NEVER went outside for stuff like this. We always used other soldiers, govt civilians, and in rare cases, family members.
Came here to say this. I worked with a County EMS office who did stuff like this. They would split the group between victims and first responders, do the exercise, and then switch.
