The casings were left over from the civilian shooting, the spray from the suicide was off-camera, and the picture was taken shortly after a gunshot wound to the head where the blood had pooled around the brass. This is proof of nothing more than the guy is probably dead.

Because blood from different parts of the body have different consistencies, one was more water-like, and soaked into the carpet faster before the picture was taken.
That's 3 [spent] rifle rounds on top of the blood from his "suicide", not bled on at all, and they say he killed himself with a handgun if memory serves me.

The blood pool is thicker in the middle, it takes longer to dry. It's probably where the exit wound is.
