Do YOU not even know what you even mean? I'll ask again:

What are you trying to say with the term "high-powered rifle", and how does that differ from a regular rifle?

It generally refers to the ammo used. In this case .308 could be considered a high power round. As opposed to something like a .22 or even a .40 since generally .40 and .45 is not used in rifles because it doesn't have desirable ballistic characteristics for long range engagement.

So, in your opinion, by "high-powered rifle", OP meant "a rifle that doesn't shoot .22lr or pistol rounds"?

That's just a regular rifle. By your definition, almost all rifles are "high-powered rifles", making the distinction meaningless.
