When are they going to hire some decent propagandists? They always approve these programs and never fund them.

Part of the plan with this act might have been to set up the background work for Hillary's own little "Ministry of Truth" when she entered office in 2017, which the Deep State could have used to amplify the White House's narratives while destroying all "alternative media" that didn't go along with the program (it would explain why "Fake News" was made into such a big campaign point by Hillary's people, only to have them strangely show surprise when Trump used it back on them).
