I don't like just jumping to conclusions..
In the videos I've seen of 4th floor flashing, I am trying to determine if the flashing continues even when gun fire doesn't, and it is hard to tell, because if you watch the video, the flashing continues even after the gun fire stops.. Light travels faster than sound, so if there were any kind of delay, the light flash would stop first, and then you would hear the sound (not the other way around)..
Is it possible for some one to find a normal video of that same hotel at night time and see if there is actually a blinky light on the building like that or not?.. I don't want to jump to thinking the shooter is on 4th floor when the whole time it is just a damn light blinking..

Do those windows open? If they don't, the window on the 4th would have have been shot out.

Best to question everything right now.. Like, hell, what if it IS just a strobe or distraction? I wonder if someone has compared the location from the diff vids that show it to see if it changes location to rule out reflection?

Yeah, same here. I mean, yeah, there are a ton of blinking lights around, but if it is from an external reflection the two vids wouldn't match up, would they? (I haven't compared but thought location was relatively close). If a strobe in the room or from the sign out front itself, then yeah, was it there before? If not, and was just a distraction, at least it served another purpose to get others at least looking closer (self included).

Could also be a difference in the light flicker and the camera's Frame Rate as well.
