If no windows are busted out of the 4th floor...Then no bullets left the 4th floor.

Do the hotel Windows not come down at all?

Stayed in a high rise once. The windows crack open an inch or two at a weird angle. You could only hit the ground directly under you without shooting out the window.
No I don't think so. Not at those hotels at least. Most high end motels ive been in either you got a balcony or nothing.
