That is a strobe light. It is still flashing when the shooting stops. I think.

Going off the audio it sounds like there's one shooter close and one far away. Because at the beginning of the video theres close shots but even after that there's still more shots fired meaning that there is a shooter farther away,

I think that time will tell as more information comes out. It would not surprise me if he worked alone, and it would not surprise me if he had some kind of help. I assume he kept housekeeping out of his room the days he was there.
