Any smart opponent seeking to destroy the US would find it much easier to simply prevent the US from fomenting war and let the USG fail. The USG/power structure is basically bankrupt and the only thing that can save it is continued war. (actual war, not the skirmishes of the last 20 years). Actual war would help the USG justify deprivations on the US citizens such that a bankruptcy would not challenge the power structure.

Looks like RF emitter location sensors. They'll use multiple towers to triangulate whatever signals they are interested in the location of.

But with the locations being tunnels and bridges, maybe they are for targeted hack deployment on things like baseband cellphone chips. Or not, because they could probably deploy those more easily through the cell network itself. This must be for vehicle hax.

so far there are 18 of them, from the report. that's roughly $5.5 million each. seems like a bunch of cameras and a cell phone tower wouldn't be that costly. I'd imagine there's something more to these than just cameras and stingrays.
