Shit, I never thought about applying what you just said to higher levels of criminal activity. I know that street gangs network with each other but you definitely have a point that (((TPTB))) can and will use expendable mafiosos, Crips, Peckerwoods, MS-13, whatever for enforcement.

this is good, but too organized for a privatized industry.

traditionally, the only recruiting occurring in prisons happened between government agencies and convicts they needed.

everything else is theatre. corps introduce new products through canteens and other social services onsite. states bank off of canteens. states bank off labor in the regions surrounding prisons. states bank off of experiments and research.

human's greatest weakness is memory. with prison, it's only a matter of time before someone forgets, disappears, or just doesn't bother to give a shit about something... employees come and go, often. and lots are hired because of their continuing affiliation with other officers inside or in the local pd. and typically, many employees shut down in ways that make them just get in, and get out most weeks. observation suffers because interest is low.

unless you're a fed prison, or cm, its run locally with a few key players. too much cost involved with controlling an infrastructure.
