I had a friend once demonstrate a proof of concept for an emp bomb. It really is the easiest shit to make and scale up. These big digital battleships are a huge liability.
Problem is everything is integrated and you cant shield it all. They were designed to be shielded from secondary EMP from Nuclear weapons, not from the specialized EMP generators which have been developed by Chinese Engineers who never missed a class because of a BLM Barricade.
They're already wrapped in a half-inch of steel. Sure they aren't perfect Faraday cages, but it'd take one hell of an EMP to fuck up their systems (that are designed to be more resistant to such than consumer electronics). Maybe some rooms/areas are Faraday caged too?

From what I've heard, you can't effectively shield anything larger than a car on the fly.
