Why would they do this unless they are truly amoral or evil, or both?

This is actually a really instructive lesson for those who claim that large-scale conspiracies are impossible because too many people are involved. Here we have a case where a single well-placed person could implement a clever "low-temperature cut-off point" that is completely invisible to every other person involved in collecting and collating this data. All of the analysis of the data assumes the data to be clean - those researchers are not involved in the "conspiracy" - they believe the numbers they are given are correct. The people doing the measuring also believe they are getting accurate data - they don't realize that the data is being massaged after being collected and before being sent for analysis. Yes, there is an amoral person who made that single decision. What we're learning over the past two years is that all of these people know each other. The Clinton-Obama machine seems to constantly recycle their close, trusted people, regardless of their competence. This is because they control those people, likely via blackmail. There is an old trope of the mercenary soldier who works for the evil terrorist/scientist. That soldier participated in some horrible war crime that they can be prosecuted for at any time and they carry guilt about their role in it. They are saved by powerful people, who simply ask that they work on their behalf in exchange. If you have enough of those people and you place them in the correct positions you can easily orchestrate a very large operation. This is the sort of method done by operational intelligence agencies. They are smart, well-funded groups who sit around all day planing shit like this. It is without question within their realm of possibility. As for being "evil," the more you know about how they view the world, their religion and morals and such, the easier that is to understand. They're not good people, they are people who believe they know things that you don't and can operate outside of the usual moral/ethically parameters of society as a result. They see themselves as enlightened, elevated, higher beings. You are stupid cattle believing a fairytale about not fucking other people over. Have no mercy on them when given the chance.
