What I've figured out:

Migrants being distributed throughout France

Obviously there is no economic plan for this. Rural France does not have room for economic migrants.

What is the endgame? Do they want the migrants to start rioting throughout the country?

Some people speculate (i am not sure if there is proof of this) that France takes them in through Italy.

Non-profit groups in Italy lobby for immigrant rights laws. I wouldnt be surprised if those non-profit groups are somehow linked to George Soros

That's news to me, because it sounds like the migrants are getting stuck in Italy creating a massive backlog.

I see your point, u are probably right. Italy has threatened that if other nations dont start accepting more refugees, they will give 200.000 visas to them. That gives them unrestricted passage through Europe.
