What they mean is banks are doing exactly what they are designed to do, and whatever comes next is what's supposed to happen next, and we're on a need-to-know basis, so come back in November and we will then know if this is a fear-mongering campaign, politics as usual, or if the preppers were right.

The banks have already failed. What they mean is that taxpayer bail outs won't be possible.

Banks are taxpayer backed hedge funds. The risk is socialized and the profits are privatized.
