I barely made it past the title of the article... but no, marijuana legislation/legalization has not "crippled" the Mexican cartels, and it probably never will. There's far too many substances / services for the cartel to provide that will keep them in business. Marijuana legalization will definitely affect their income, but not to the point where they will ever be "crippled."
