All world intelligence agencies were warning of an attack. Would it be that surprising that those in foreign intelligence saw what was about to happen, tried to warn of it, and the recognized that the USG would not do anything? What would you do? May as buy those put options and keep your people out of harms way. Nothing conspiratorial about that...
