I read about a criminal that was able to do it. Maybe they don't grow back after filing enough times. Im not sure, but I suggest it to undermine the system.

Someone was showing me yesterday how they use solder paste and a technique similar to screen printing to mount really small components. The capacitors look like specks of dust. It was pretty cool. Any heat would destroy the component.
