In the sense that they inflict psychological terror on the population and manipulate them into accepting increased security presence, they can certainly be described as terrorism even though no real bombs are going off and no one is being killed.
Wait a second. They started at least 7 wars in the last 15 years. They destroyed at least 5 countries. Hundreds of thousands if not millions dead. Tens of millions of refugees. Just because they were terrorizing peoples of other nations it doesn't make them not terrorists, of course they are terrorists.
