What does the footage show?
Hopefully SpaceX can come up with a more substantive answer after investigation.
I could see rationale for a number of entities to do this, but I don't know whether they'd have the ability.
Haven't the Russian's rockets been blowing up too?

Here's the general rule:
If you try to put any weapon in space, it aint gunna make it. But food might.
