These things have been seen on many occasions. Someone in the 60s that was the gov't videographer for minuteman missile tests said he caught an "orb" circle a missile in flight and shoot it down. He claims he got it all on film but it was confiscated and he was ordered never to talk about it.
But he got the video and went on Larry king, it has happened many times.
This rocket was not carrying nukes that im aware of, however other "questionable" parts 100klm + is outside current earth jurisdiction. Thus no go, but I think you find that the crew got food !

It always has interested my though how the UFO flap got started right around the time humans developed a weapon capable of destroying the planet. And how UFOs continue to be interested in anything involving nuclear weapons or power.

fear, they have extensive bases close by including on the moon, as there is the "in out" portal for the system + inter galactic.
interest, after that more people took interest, the whole group shares the portal, any member can come though.
protection, some groups found evidence that this colony had been interfered with and thus choose opportunistic times to "cash" that in, I.e bentwaters etc.
lots of people have a "oh poor little us" concept of humanity other races don't, add basic AG some energy weapons, they see instant mayhem.

Basically if "Vice" are saying it I think they are the "conspiracy theorists" looking to tell someone.
