The parts where they are going to:

imprison people for plant ingestion and possession
mandate charges and sentences
enrich and support the for-profit prison industry
potentially tie gun ownership, employment, and benefits to the use of a plant as medicine or for recreation
continue to support the predatory poison peddling industries of alcohol and pharma
etc

I'd say it's not conspiratorial as in what he's doing is all in the open. It's the law of the land.

We'd probably agree that the drug war is not effective.

plural conspiracies
1: the act of conspiring together They were accused of conspiracy to commit murder. 2 a : an agreement among conspirators b : a group of conspirators a conspiracy made up of disgruntled aristocrats

Conspiring with prosecutors, pharma, alcohol, and for-profit prisons. Out in the open or not does not preclude a conspiracy from being a conspiracy.
