They can't repeal it then it is in effect, they'd have to pay the buy out cost which isn't currently know but economists are currently speculating 770 billion for an economy the size of the US. Smaller economies pay less but it's usually still a huge number.
If they reneged on the deal ten they wouldn't have to pay the buy out agreement but they'd likely face political and trade pressures from countries still operating the TPP as well as a series of lawsuits from companies directly backing the TPP. Not to mention the political turmoil as bought politicians within the US government fighting to keep the TPP going.
Basically once it's in effect getting out of it will be an economy killer. The most people could hope for is holding out for the terms agreement dates in a few years and then renegotiate, but those few years aren't a known number, they are hidden at the moment so it could be 15 years until people can get some kind of control back. Even when it get's to that date you'd have to convince everyone to vote for the TPP to be terminated, not for normal people to vote but for high ranking politicians to vote. Normal citizens have no impact on the TPP negotiations.
