Under a dictator the whole population are basically in a sense enslaved. Not that our intervention in Libya has worked out well but if the Colonel was a really well liked guy he wouldn't have been dealing with a mass armed uprising against him. An uprising, mind, that started before we intervened.

A fixture of failed states is if a ruler fails to keep the country from rising in arms against him.
