Their elections have always worked this way, it's not a new thing. There's always been two rounds. Supposedly if there's a large majority one can win off the first round, but it's never happened because there's never been a majority that large. The EU is falling apart, because it was doomed to fail. People are figuring out that the Germans can't hold it together forever as Spain, Greece, and Italy are going under. There is a reason why brexit keeps getting popular in England.
