Didn't Bayer do the same thing with the polio vaccine, knowingly give tons of people cancer because of the PR damage it would do to the polio vaccination campaign?
The vaccine was grown in the kidney cells of monkeys, and it was later discovered that the final vaccine was contaminated with a monkey virus called SV40. Simian Virus 40.
It's speculated that SV40 causes cancer, but not only that, it is transferred from mother to child. So once it was introduced into the population through the vaccine, it's there forever as far as I know.
There was even a researcher in the 90's who found SV40 DNA in tumor cells he tested. And these tumors were from children (2nd generation since the polio vaccine), as well as from adults.
This researcher was silenced and vilified, and the whole thing swept under the rug, and we've never heard of it since.
