I do not know how i feel about this.
All evidence is pointing at this. The CIA did not develop their own tools, they outsourced the development of these tools to private companies. The intel community depends heavily on contractor employees for cyber security. They can not recruit people in due to the archaic nature of the government pay scale.
They also don't want to hire people. A contractor and their company can be blamed, rather than the CIA if they make up. Just look at snowden. they blame booze Hamilton, not the NSA for those leaks.
But why privatize the intel community? Because they have to. The country is too dependent on a gibs me that mentality in the public sector, so that pay reforms will not happen. This means that we are stuck at the federal mediocrity pay scale, so we will be forever dependent on contractors for high skilled labor.
There is a lot of good with the bad. The good is that it takes a lot of power away from the government. You can sue google for a wrongful death, but suing the government is a huge pain in the ass. So assassination programs become unfeasible. Hence why drones have taken over.
