Sarin gas is a highly-toxic nerve gas (think mustard gas on steroids) and the photo is complete bullshit. Touching someone, removing clothes, breathing it in = immminent,adverse consequences to the body.
You're correct. Water will help to dissipate the gas. I just have trouble believing that workers would be able to handle the affected without showing signs of adverse symptoms.

It dissipates rapidly. It's why only 10 people died in the Tokyo sarin gas attack.
