'white hat' IT l33t's who do any 'funny business' are known as "grey hats"
i think there is a small army of l33t coders, some sitting on Crazy zero day exploits ... who, 'triggered' or pushed against their own morals enough, could quite easily 'flip sides' AND DO some surprisingly effecrtive IT 'operations', from sharing dats Wikileaks style to some tyoe of direct action on som3 'evil entities' interests i.e. freezing certain financial assets which at the same time sends the message "we Kontrol you more than you know" :D
this is the dangerous bit about putting flaws in everything: nothing is safe, and once the secret comes out, everyone will take advantage of it.
It is almost like they governments in the world agreed to it, thinking it is like mutual assured destruction, that only governments can do it.
But this is not atom bombs with expensive parts and hard math. This is corporate infrastructure that is made with cheap products and half ass IT departments. It is not just about destructive hacking, but corporate espionage and insider trading.

Aren't White Hats just ethical hackers working in computer security, or are they a worldwide secret organization like the Freemasons?

You're quite right. White hats don't hack apart from pen testing. Anyone launching an attack is by definition a grey hat at least.

Anyone can hack them now.
