I don't think that 2009 is a long time to remain outraged before deciding to act. I imagine a lot of us here are currently outraged with the way our government is performing and have been upset over their actions for much longer than six years.
According to a study on Force Requirements in Counterinsurgency (Which is an interesting study and I recommend combing through): "Many insurgents simmer at a low level for years before becoming serious enough to provoke a significant reaction from the government." source
