No, since decisions made under the influence thereof can negatively affect others up to and including death. If it was simply a matter of committing suicide while raising everyone else's healthcare costs, I'd demand the extra bill be footed by the degenerates. But it's a matter of the potential death of others.

Using this argument guns should be illegal as well or the gun manufacturers should be held responsible for the misuse of guns. Sorry, but you cannot put padding on every sharp corner the world has. Alcohol and tobacco use are costing the country billions of dollars in healthcare costs. Legalizing Cannabis provides a much safer alternative with documented health benefits. Certainly there are side effects to abusing the drug, but abusing food is by far the worst health problem this country has and I don't think you want to legislate how much food people are allowed to consume. At some point, we just need to educate adults to the consequences and let them make their own decisions.
