This face recog. idea was stolen from the casino industry that has high tech tools to track gamblers with great memory skill (card counters) who can beat their system.
When John Poindxter took over DARPA he was taking ideas from everybody else (he's kind of a moron who only reads 3 pages or less memos, triple spaced).
The early 'security' brainstorms he had after 9-11 he took from other places, like Las Vegas.
They farm out the projects now to hapless college students who willingly 'compete' in drone races, robot building etc. etc. to build he tools to kill their own families in the near future.
