I actually found a few of his comments to have clear double meanings, or at least hidden ones. The first:
"We are here today to speak the truth, the whole truth, and nothing but the truth." Obvious references to the judicial system. He continues, "I hear your demands. I hear your voices and I promise you: I will deliver. I promise that."
Later, on police, he said, "We will always protect those who protect us."
And near the end of the speech he said, "No longer are we chained down by the discredited approaches of the past. No longer must we listen to those who have nothing to brag about but failure. New circumstances demand new solutions."

All in all, heavy subtext.
