I'm not very surprised by this. If anyone could prove that that traffic was bought and paid for then they can be accused of defrauding their investors. People seem to love a good cover-up.

It seems like Alexa is just trying to push their premium service by limiting the information of top-tier sites. For example, Pornhub country data is blocked but smaller porn sites like BaDoink aren't. I doubt there is an intentional conspiracy here.
