Speculation aside, I do think that Trump is a money man to a fault, but he is torn between bringing some justice to the system. Like his comment about the 911 buildings, he knows about all the corruption at the top, but before he could do anything of substance, I truly believe "white hat" agents inside the FBI, CIA and NSA have been leaking and taking proof to bring the system in line. It's been out of control for decades.
