The goal of this program was to get the soviet union to waste resources that they did not have chasing shadows. It was established to make it look like this guy was right, when in reality he could not be wrong. As a result the soviet union had to waste resources trying to imitate this experiment.
this is primarily what they do. they refined trolling into a weapon designed to waste an enemies resources and to demoralize them by making them look stupid.
