Our government has never been one to wait too long for a provocative "incident"... they usually just orchestrate one.
Obviously speculation here: but the amount of attention the charleston shooting is getting and the perpetuation of the racial motivation behind it by the main stream media (as well as ignoring the possible political motivation by glossing over the fact a state Senator was killed) could set the stage for more racially motivated riots... which are prime locations to attempt to stroke the fire and attain the provocation Obama apparently is desiring.
I live in South Carolina and haven't seen much racial tension over the shooting. To the contrary, people have been pretty cool. I agree that mainstream media tries to play up the divisive aspects of these events. Any groups, however small, stirring up controversy, inevitably get the most attention. At this point, it seems like they're going to push through their agenda regardless of people's reactions.
