As far as I can tell, you'd be correct.

If someone has sex with a minor (below the age of 18), they will be prosecuted. The minor will not be charged with a crime, instead the child will be sent to the DSS (Department of Social Services).

All this is common sense to me. I mean, you wouldn't stick a child into prison/juvy for soliciting sex anyways... that's just plain stupid.
