Likely because he was rushed to a hospital and then pronounced dead at some point after the transport. These reports go off of official time of death.
Media outlets are generally careful to not report it as a death in the case that he is revived in the ambulance and lives. So the initial reports all were "Russian Ambassador shot" rather than assassinated. They are in a mad rush to get their story published because people want it immediately. They also get the traffic it generates obviously so they get the article out once they know the main points before getting all of the little details.
All of that being said IDK what to make of this yet.
