The word conspiracy means a criminal undertaking agreed to by two or more individuals. It is a crime.
Lets say you agree with your friend to cook some meth. and buy ingredients.... even if you dont complete your task and you're not guilty of possession of meth, or trafficking... you can still be guilty of conspiracy to manufacture or something like that.
Conspiracy is not a general term for any and all nefarious schemes, it is not a general term for any evil acts that are undereported. (these could be conspiracies if the scheme or undereporting is part of a criminal agreemant).
A conspiracy theory, has some retarded disinformation connotations. Conspiracy is a crime in most places in the western world. A theory about a conspiracy... is, by definition, a theory about whether or not the crime of conspiracy did or did not take place.
This was one dude being a terrible person. This is an individual commiting an act upon himself. Automatically not a conspiracy, no matter how shitty the thing he did was.
