As to your question: Clear up that sidebar with the outdated mod nominations (in case of this verse)and write a bold encouragement for people to ask and discuss things such as policies and content with the mods via PM. You cannot act on what you can't see, and what when you don't act you can't improve the place.
From my personal moderation experience, the reverse is also quite helpful, i.e messaging users to clear up things, tell them why their contributions were eliminated and perhaps even asking for feedback if you've observed someone and come to value their input.
