You can't have an anonymous network without opening it up. Otherwise if something comes from a tor node, you'd know it's the CIA, NSA or other US defence agency. Attacking Tor occasionally is also pretty important to maintain the illusion it's an unfettered network:

Perhaps everything in common use today, but not everything. If we had a network of nodes/gateways that were synchronized (all sending requests/replies at the same time), and those messages were always padded to a certain length, I think that would thwart any sort of traffic analysis.
