"Objects exert a force on each other with a linearly increasing strength depending on their masses multiplied and the inverse square of the distance between the two objects" is a hypothesis.
The first creates testable experiments that can be proven therefore it's a theory. The second has no testable experiments so can never be more than a hypothesis.

Remember that a theory requires proof.
Gravity = theory
Flat earth = hypothesis
