If he releases the material in a period where SHillary can just stay out of the public eye, then they have a chance to bullshit their way out of it while shielding SHillary from directly answering questions.
If he drops it right before the debates, then she has no choice other than to face questions from Trump on it, and without pre-canned propaganda to try to spin it.

Debates aren't that far away ... Maybe he's hoping journalists will do the digging themselves.
