They patrol a top secret r&d military base with snipers and helicopters?!? Well it must be aliens, confirmed.

All they do there is dispose of hazmat and classified hazmat.
That is why that place is famous, where as the other testing sites are still hidden in obscurity. They want people to look at this place.

Yup. Any really super-secret stuff like that is going to be in one of the deep underground facilities they operate under the cover of military training facilities, or storage depots.
