Ambulances aren't allowed in until the area is secured. If you're in a situation where someone has been shot, but everything is secure (e.g. someone shot them-self) don't mention a shooting on 911. Say your friend cut his hand in half on a table saw or something and is bleeding out. That way an ambulance comes first. There will be consequences to your lie, but if it could save your friends life, that's easier to deal with than with them being gone.
