I really like this conspiracy theory, but I think that it doesn't quite hold up. I mean, didn't we leave a mirror on the moon to perform tests with from the earth?

Personally, I haven't seen the mirror with my own eyes, so you can always argue that. But if one really wanted to verify it, one should get access to a telescope to attempt to see this mirror.

Nevertheless, it makes a cool t-shirt

Refraction makes it a lot more difficult, they put them at a known locations that you can test for yourself, or you can go here http://polac.obspm.fr/llrdatae.html and look at the data collected almost annually by a French observatory, there is an objective difference between a mirror and material that disperses light unevenly.

It makes it possible to ping the moon at a known location, this is how they are able to accurately tell the moon's position in space and distance relative to the Earth, and they can also track the Earth's tectonic plates, and also track any disturbances on the Moon.
