Actually, yes. Pressure does very odd things in an explosion. After a blast pushes radiating pressure outwards, it creates a vacuum. If the victims absorbed the majority of the outward pressure, then feel, if the windows were cracked, it's possible, POSSIBLE, mind you, the glass would be sucked to the road.
Having dealt with explosives in urban and suburban environments for a long time, I've seen stranger things.
